HOUSING PRODUCTION REACHED NEW LOW IN 2009
Marking the second year of record-low housing production in California, homebuilders in our state put up the lowest number of homes for a single year in 2009, the California Building Industry Association (CBIA) announced earlier this week. CBIA said just 36,209 permits were issued statewide last year for new homes, apartments, condominiums and townhomes, down 44 percent from 2008 and down a whopping 83 percent – 176,751 units – compared to 2004, the peak of the latest cycle.
According to statistics compiled by the Construction Industry Research Board (CIRB), homebuilders pulled permits for 25,046 single-family homes in 2009, down 24 percent from 2008, while multifamily permits totaled 11,163, down 65 percent from the previous year.
Real estate groups hope that the new homebuyer tax credit proposed by Governor Schwarzenegger is enacted as quickly as possible and encourage state and local lawmakers to examine other means of boosting homebuilding.

FISCALLY UNBALANCED
The California Real Estate Journal takes a look at the state budget. "The $83 billion spending plan unveiled by Gov. Arnold Schwarzenegger this month is considered a mixed bag for the commercial real estate industry, with proposals to streamline environmental reviews and increase construction jobs dueling with threats to dip into key transportation dollars and other vital pots.”

ENERGY EFFICIENCY TO SHINE IN 2010
Solar and wind power may get the headlines and attention, but green-tech experts say 2010 will be dominated by energy efficiency, the mundane but critical process of cutting the amount of gas and electricity that homes and offices use.
Several regulatory and legislative efforts to increase minimum energy efficiency stringency are already underway, and the state, by adopting CALGREEN, has again increased the standards of Title 24.
